The IDA House of Delegates met June 8-10 in French Lick, Indiana, in conjunction with the IDA’s 159th Annual Session. The House approved a number of measures, including a significant restructuring of IDA Councils and Committees.
In follow-up to a 2016 resolution, a Task Force spent the past year reviewing the existing system and formulating recommendations. “The Task Force believes councils and committees can improve efficiency and effectiveness if comprised of smaller groups of committed members,” Task Force Chair Dr. Lorraine Celis said in her report to the House.
The new system replaces the current council and committee structure with committees and subcommittees. Committees with be comprised of seven members, but will have the ability to form subcommittees, as needed. Committee member terms will be two years, with eligibility for reappointment to a maximum of two additional terms, for a total of six years of service.
“The House supported the concept of smaller, more nimble groups, with a limit on the number of years an individual member can serve. The concept encourages a regular influx on new members and new thoughts and ideas,” said Executive Director Doug Bush. He noted that the resolution leaves the existing structure in place for one year. The transition to the new system will begin in 2018.
A second Task Force recommended the establishment of seven regions that, in most cases will comprise two or more component dental societies. The regions would elect IDA trustees. The IDA president would also be chosen by the regions on a rotating basis. Because the Task Force recommendations propose a change to the IDA Constitution, it is automatically held over for consideration and vote at the 2018 House of Delegates.
The House also approved a change in the IDA fiscal year. At the recommendation of the IDA Treasurer Dr. Tom Blake, in 2018 the House will approve a prorated six-month budget for June 1 through December 31, 2018. Beginning in 2019, the budget will be based on a January – December calendar year.
The House unanimously approved a balanced budget for 2017-18 of $1,933,700. IDA dues will remain unchanged for the 2018 membership year.
